Rhonda Schwartz

Rhonda (Ph.D., PMP, PMI-ACP) is a program and project manager with more than 20 years of experience directing federal healthcare contracts, clinical trials, organizational transformation, and product development.

Rhonda is an operations and project management professional with more than 20 years of experience in driving change and improvements in health and healthcare delivery. She is an outcome-driven executive with exceptional accomplishments in project management, clinical trials, organizational transformation, product development, laboratory operations, and directing research.

Rhonda has extensive experience interacting with government and non-government organizations and agencies as well as provider organizations, interdisciplinary teams, vendors, industry stakeholders, research bodies, community foundations, and membership associations.

Presently, Rhonda is leading a ten-year indefinite delivery/indefinite quantity program effort to create/update/enhance/extend new and existing clinical decision support artifacts, including knowledge research, clinical content creation or update, and clinical content representation for the Department of Veteran Affairs. She also oversees the management of the Individual Case Safety Report initiative that permits the capture of adverse events data in a format that the Federal Department of Agriculture can process, review, and archive.

Rhonda provides business development support to the Department of Health and Human Services (HHS). She is responsible for identifying and engaging strategic opportunities, developing new clients, and expanding Emergency Surgical Ambulatory Care’s new capabilities into HHS. She also leads all education and outreach efforts and oversees all content generation for the electronic clinical quality improvement Resource Center for the Electronic Clinical Quality Measures Standards and Support initiative.

Earlier in her career, Rhonda managed the development of a set of cascading suicide prevention performance measures (suicide risk screening, suicide risk assessment, safety plan, and caring contact) and an associated implementation guide implemented by Substance Abuse and Mental Health Services Administration grantees of the National Strategy for Suicide Prevention, Garrett Lee Smith State/Tribal Suicide Prevention, and Zero Suicide programs. Rhonda also managed communications, outreach, and stakeholder engagement efforts for the National Institutes of Health’s Big Data to Knowledge Standards Coordinating Center initiative. This work reduced the barrier for entry for the use of biomedical standards relevant to clinical and basic science domains.

Rhonda has earned degrees in experimental medicine, biology, and immunology; and has data science and project management certifications.
