Theresa Tucker

For the past 10 years, Theresa has led and advised teams implementing disaster recovery programs funded with CDBG-DR allocations from HUD. She has worked on large and small disaster recovery programs and has assisted cities, counties, states, and territories with managing their HUD funds.

Currently, she leads our team implementing the Puerto Rico Department of Housing’s Rehabilitation, Reconstruction or Relocation (R3) Program following Hurricanes Irma and Maria. Her team provides full-cycle assistance to applicants eligible for housing repair, as well as reconstruction and relocation grants.

Theresa’s experience spans nearly all CDBG-DR eligible activities, including housing repair and reconstruction, voluntary and involuntary buyout, small business microloans, community revitalization, infrastructure, non-federal match, planning, and economic development. She excels in assisting clients solve problems and adapt to changing requirements. In addition, her engineering background affords her a unique perspective to seek out alternative solutions to compliance, schedule, or operational challenges.

Prior to her disaster recovery work, Theresa led and managed multi-disciplinary study and design projects for drinking water systems. She also has project experience in many facets of the environmental engineering field, including groundwater and soil remediation, solid waste facility permitting and design, water and wastewater facility planning and operation evaluations, and OSHA and EPA safety compliance.
