Rosemarie O'Conner

Rose manages project activities and budgets and designs evaluation methodology and instrumentation. She also leads the analysis of data, and writes evaluation reports. Rose has conducted and directed a variety of social science evaluation projects, including teacher professional development, academic instruction for at-risk youth, educational technology, adolescent literacy, and partnerships between communities and schools. She has extensive experience as a methodologist and applied statistician with expertise in both experimental and quasi-experimental designs—including propensity score matching—as well as implementation studies, case studies, rigorous mixed methods designs, and research syntheses. Rose also has more than 12 years of experience providing technical assistance to practitioners, including capacity building for data use and analysis.

Previously, Rose was an assistant professor in the Department of Educational Measurement and Research at the University of South Florida, where she taught graduate level courses in measurement, research, and program evaluation. She also worked as an assessment specialist with the Department of Defense Education Activity. Prior to obtaining her doctorate, she served as a middle school social studies and English language arts teacher in an urban, economically disadvantaged school district in Massachusetts. Rose holds a Ph.D. from the University of Connecticut and a B.A. from the University of Massachusetts at Amherst.
