Shawna LaRue Moraille
Shawna is a community development expert with more than 20 years of experience working with the U.S. Department of Housing and Urban Development (HUD). Over the past several years, Shawna worked with HUD’s Housing Counseling program.
Shawna has extensive professional experience in HUD’s Community Planning and Development (CPD) programs, including the HOME Investment Partnerships Program, Neighborhood Stabilization Program (NSP), and the Community Development Block Grant (CDBG). She is an in-house expert on determining income eligibility and has worked on the team that developed the CPD Income Calculator on the HUD Exchange. She is the author of many training courses and managed the grading and scoring team for the HOME program certifications.
Throughout her career, Shawna has worked with many state and local clients on contracts to conduct monitoring, writing program policies and procedures (including rental housing compliance and asset management), and reviewing and commenting on income determinations. She also leads our in-house work with the HUD Office of Housing Counseling and other community planning and development programs.
While on sabbatical, Shawna worked for a Low-Income Housing Tax Credits (LIHTC) developer, the National Association for County Community and Economic Development, the National League of Cities, and HUD’s Office of Multi-Family Management under the Washington Leadership Program, part of Indiana University School of Public and Environmental Affairs.
