Edward Carr

Technical Director, Air Quality and Health Risk
Ed is an expert in evaluating the health impacts of air quality with more than 35 years of experience.

Ed is an air quality and health risk specialist with over 35 years of experience helping local, state, federal, and international clients on air quality issues. With his background in atmospheric sciences, he guides clients about how best to evaluate the health impacts of air pollution and the co-benefits of greenhouse gas emission reductions.

An expert in air quality modeling, monitoring, and health impact assessment, Ed leads air quality projects for a diverse portfolio. Clients include the World Bank, the Japan International Cooperation Agency, the U.S. Environmental Protection Agency, the U.S. Agency for International Development, the Nuclear Regulatory Commission, the Bureau of Land Management, and the Federal Highway Administration.

Private clients include Toyota, Utility Air Regulatory Group, and Southern Company. Ed supports state and local air agencies in over 25 states, including the California Air Resources Board, South Coast Air Quality Management District, the City of Los Angeles, and the Colorado Department of Public Health.

Ed is the principal investigator for the National Academy of Sciences NCHRP 25-55 assessment of regulatory air pollution dispersion models to quantify the impacts of transportation sector emissions. He undertook a photochemical air quality modeling study to evaluate health impacts from the Safer Affordable Fuel-Efficient Vehicles Rule for the National Highway Traffic Safety Administration. He also developed the air quality impact assessment for southeast Los Angeles’s strategic transportation plan.

Using sophisticated air quality modeling and air monitoring tools for regulatory and policy development, Ed helps address questions around the use of cleaner fuels, cost and health benefit analysis, and source contribution. He examines criteria and a diverse set of toxic air pollutants across a broad range of scales from 10 meters to 100 kilometers.

Ed’s industrial infrastructure projects span pipeline, railroad, port projects. They include multi-model export terminals, airports, chemical plants, nuclear power, mines, and oil and gas field development projects.
